TOWNSHIP PLANNING AND ZONING

 

Townships are administrative units of state government whose original purpose was to facilitate the survey and sale of land. The responsibilities of townships vary greatly depending upon the degree of urbanization. Some townships are densely populated and have major urban problems, while others are mostly farm land with associated problems.

 

Licking County is made up of 25 Townships. Of the 25 Townships, 19 Townships have Township Zoning, and 16 Townships have Comprehensive Land Use Plans in place. This portion of the Licking County Planning Commission (L.C.P.C.) website is to provide Township information, which has been re-printed by L.C.P.C. for your information. Continuous effort is made to ensure that the information provided on these pages is up-to-date and accurate. However, as individual Townships may make changes to their documents and their may be a delay in notification to L.C.P.C., it is strongly advised that the information presented upon the L.C.P.C. website be verified with the individual Townships.

 

For Townships with Zoning, each Township composes of the following bodies:

 

Township Board Of Trustees

The Township Board of Trustees are elected at the general elections in off-numbered years for terms of four years. Two trustees are elected the year after presidential elections, and one trustee the year following gubernatorial elections.

 

Township trustees have discretionary (quasi-legislative), executive and judicial functions. They may, at their discretion, adopt certain regulations as allowed by state law. For instance, they may regulate engine noise and vehicle parking, noise from a bar that serves liquor, and size and location of drive-in movie screens. Trustees may establish regulations for fire and police protection.

 

The township trustees are the executive officers of the township. They are responsible for appropriating township funds, and they are the township taxing and purchasing authority. They hold title to and are responsible for the physical property of the township. They may own such facilities as parks, cemeteries and hospitals. These may be owned by a single township, or in conjunction with other townships and/or municipalities.

 

The judicial functions of township trustees include resolving line fence disputes and, in case of township zoning, deciding upon the adoption of zoning plans and amendments.

 

Township trustees may hire personnel and enter into contracts as necessary to perform their duties.

 

Fiscal Officer

The Fiscal Officer is elected at the general election, the year following gubernatorial elections, for a term of four years.

 

The Fiscal Officer is primarily a ministerial official, responsible for the recording of meetings, receipts and expenditures for the Township.

 

Zoning Inspector

Appointed by the Township Board of Trustees

 

The Zoning Inspector is the enforcement officer for the Township, and is charged with enforcing the Township Zoning Resolution.

 

Zoning Commission

A five member board appointed by the Township Board of Trustees

 

The Township Zoning Commission is the legislative division of the Township and is responsible for developing the Township Zoning Resolution, considering any amendments to the Zoning Resolution or Zoning Map, andmaking recommendations to the Township Board of Trustees on said amendments to the resolution or map. Addionally, the Township Zoning Commission may develop land use plans for the Township and make a recommendation to the Township Board of Trustees on said plans.

 

Board of Zoning Appeals

A five member board appointed by the Township Board of Trustees

 

The Township Board of Zoning Appeals is a quasi-judicial body of the Township and is responsible for considering variances, conditional uses, and any appeals in regards to Township Zoning.

 

For Township without Zoning, only a Township Board of Trustees and the Clerk exist.
