Position Description:
  • Prepares, performs and maintains various financial/fiscal records, reports, and duties including, but not limited to the following;
  • Procurement activity (e.g. obtaining competitive quotes, preparing purchase orders, preparing invoices for payment, processing pay-ins); resolutions; travel/training registrations; assists in preparing and monitoring contracts; payroll activities; local and state monthly, quarterly, and yearly financial reports;
  • Daily balancing related to all payments of child support and reconciles with the appropriate entities (bank statements, Support Enforcement Tracking System, etc.)
  • Serves as primary Random Moment Sample (RMS) Coordinator regarding the RMS as it relates to the timely submission of cost allocation information to the ODJFS.
  • Maintains and updates agency personnel files (e.g. certificates, policy acknowledgements, new hire paperwork); assists in monitoring FMLA utilization; timesheets and tracking usage for policy compliance (e.g. FMLA utilization, low leave balance, leave requests)
  • Assists the Fiscal Supervisor in yearly budget development and related financial projects/expenditures/cash flow, monitoring current expenditures to determine the need for requesting funds from ODJFS, assisting in the development and submission of all ODJFS monthly, quarterly and yearly reporting requirements; enter all relevant data into ODJFS systems including SETS, CFIS, KidStar, etc.
  • Performs various fiscal or non-fiscal related miscellaneous tasks (e.g. represents agency at conferences, seminars, or meetings with the state and federal agency representatives)
  • Assists in preparing confidential correspondence for bargaining unit contract negotiations.
  • Assists in equipment maintenance and inventory control
  • Other duties as assigned and undertakes professional development as necessary.
Brief Description:

The primary purpose of the Fiscal Specialist is to monitor a variety of fiscal management and control activities including balancing accounts, performing payroll activities, monitoring Child Support contracts for appropriate expenditures, and preparing and maintaining various financial/fiscal records and reports.

Job Prerequisites:

Completion of undergraduate major core coursework in accounting or finance or similar field of study or three courses or eighteen months experience in accounting, two courses or twelve months experience in finance, one course or six months experience in written communications for business and one course or six months experience in typing, keyboarding or word processing that included generating a spreadsheet or education, training and / or experience in an amount equal to the Minimum Qualifications stated above.
