Position Description:
  • Demonstrates regular and predictable attendance.
  • Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.
  • Establishes and maintains working relationships with municipal and township officials.
  • Requires attendance at functions after normal business hours and on weekends as necessary.
  • Ensures assignments are complete, provides training, evaluates employee performance; receives and resolves employee issues according to established guidelines; approves timesheets and leave requests; issues corrective action as necessary. Interviews and hires candidates for employment. Actively involved in employee and/or labor relations.
  • Partners/develops/collaborates relationships with other related entities such as Soil & Water, OSU Extension, Dawes Arboretum, Park District, libraries, etc.
  • Works with state trade associations such as Ohio Association of Litter Prevention & Recycling Professionals (OALPRP), Association of Ohio Recyclers (AOR), Keep Ohio Beautiful (KOB), etc.
  • Researches, develops and manages new projects related to Recycling/Litter. Pursues additional funding sources for projects/programs such as local/state/national grants. Performs waste audits for business and industry.
  • Develops and manages the budget for the Recycling /Litter Control Department. Recommends contracts/agreements to the Board of Commissioners for approval. Completes, submits, manages grant applications and writes reports.
  • Completes, submits, manages grant applications and writes reports. Negotiates terms of recycling contract, creates bid specifications, review and analyze bid responses.
  • Oversees a variety of Recycling, Litter and Education activities and programs.
  • Performs a variety of administrative functions to ensure efficient operation of department; formulates/recommends implements and administers new and revised policies and procedures; prepares reports.    
  • Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures
  • Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training
Brief Description:

Manages and administers various programs/activities of the Recycling /Litter Control Department. Ensures compliance with all federal, state, and local laws pertaining to Recycling/Litter Control. Identifies areas of improvement and recommends changes to the Board of Commissioners.

Job Prerequisites:

Minimum Qualifications:

Bachelor’s Degree from a four-year college or university; and two (2) to four (4) years related experience and/or training; a minimum of two (2) years supervisory experience; or equivalent combination of education and experience.

Additional Qualifications (Agency/Dept. Qualifications):

Proficiency in Microsoft Word, Excel and other related software. Working knowledge of social media, Facebook, etc. Knowledge of recycling and waste management field, environmental curriculum, manages equipment maintenance and repair. Possess excellent: Interpersonal Skills; Conflict Resolution Skills; Decision Making Skills; Leadership Skills; Organizational Skills. Valid Ohio Driver’s License. Ability to be covered under the county fleet vehicle liability insurance policy.
